    Title 24, Acceptance Testing and Commissioning: The HVAC Gates on Occupancy

    On a commercial tenant improvement, the mechanical system is not signed off when the last diffuser goes in. It is signed off when the energy-code acceptance tests pass, the system is balanced to the design airflows, and — on larger projects — a commissioning agent has witnessed it working. Those steps sit right before the certificate of occupancy, and they are easy to underestimate.

    The pieces

    • Energy-code compliance documentation — the mechanical portion of the energy forms, prepared and submitted with the permit set.
    • Mechanical acceptance testing — prescribed functional tests (economizer, ventilation, demand control, fan controls and more) performed and documented by a certified technician.
    • Test and balance — every air and water system adjusted to the design quantities, with a certified report.
    • Commissioning — on projects that require it, an independent agent verifies the systems meet the owner’s requirements.

    Why they slip

    Acceptance testing and balancing need the system complete, powered, controlled and running — which is exactly the state everything else is racing toward at the end of the job. Book them late and you find the controls contractor still has open points, or the balancer needs two visits, and the inspection date moves.

    Keeping them on schedule

    • Identify the required acceptance tests at design, not at final.
    • Get controls point-to-point checkout done before the balancer arrives.
    • Schedule the certified technician and balancer against a real “system running” milestone.
    • Loop in the commissioning agent early so witnessing is coordinated, not last-minute.

    Treated as scheduled work with prerequisites — rather than a formality at the end — the mechanical sign-off lands on time and the occupancy date holds.

    The space above a commercial ceiling is crowded: structure, ductwork, sprinkler mains, plumbing, cable tray, light fixtures and the ceiling grid itself all compete for a few inches of plenum. Ductwork is the largest and least flexible of them, which is why it drives the coordination — and why it has to be resolved before anything is fabricated.

    What goes wrong without coordination

    • A main duct run clashes with the sprinkler main and one of them gets re-hung in the field.
    • A VAV box ends up over a wall or a light fixture and has to move.
    • Duct drops below the ceiling height the architect specified.
    • The mechanical rough-in inspection fails because access to a damper or box is blocked.

    Every one of those is rework, and rework above a ceiling means pulling grid, moving other trades’ work, and re-inspecting.

    Doing it on paper first

    1. Overlay the mechanical, plumbing, sprinkler, electrical and structural drawings — a coordination model or a hard-line composite.
    2. Resolve every clash and set duct elevations, main routes and access clearances before sheet metal is detailed.
    3. Release fabrication drawings from the coordinated layout, not the design drawings.
    4. Confirm the ceiling height holds at the lowest duct.

    The schedule payoff

    Coordination takes a couple of weeks up front. Skipping it costs more than that later — in the field, under time pressure, with other trades waiting. When the duct fits the first time, rough-in passes inspection, the ceiling closes on schedule, and the finish trades start when they were supposed to.

    On a commercial tenant improvement, the mechanical scope is usually the largest single line in the MEP budget and it carries the longest lead times on the whole job. A packaged rooftop unit, a VRF system or a custom air handler ordered late does not delay you by a week — it delays you by months. The crews are rarely the constraint. The equipment is.

    The long-lead items

    • Packaged rooftop units — standard tonnage can be weeks; high-efficiency, high-static or gas/electric combinations run longer.
    • VRF / VRV systems — outdoor units, branch controllers and indoor heads, often the critical path on a tenant improvement with tight ceilings.
    • Custom air handlers and DOAS units — built to order, with submittal and approval time before fabrication even starts.
    • Large exhaust and makeup-air units — kitchen and lab build-outs live and die by these.

    Why late release is so costly

    Equipment cannot be set until it arrives, ductwork cannot be fully connected until equipment is set, the system cannot be started until it is connected, and test-and-balance and commissioning cannot begin until it runs. Every week the equipment slips, the back half of the schedule slips with it — and that is the half with the certificate of occupancy on the end.

    What keeps it off the critical path

    • Run block loads and select equipment off the preliminary plan — not the final permit set.
    • Place the equipment order in the first week, refining accessories later by change order if needed.
    • Track every unit to a delivery date and report it against the construction schedule.
    • Coordinate roof curbs, structural support and crane picks well before the equipment shows up.

    Done this way, the equipment is on site when the crews need it, and the mechanical scope stops being the reason the date moves.
